Passive FTP help...

We don't have a huge setup but we do need people to have FTP access to our OS X box. So of course that's where the problem arises. We just have a simple Linksys BEFSR41 router(firmware version 1.45) between our server and the internet.

People are having trouble FTPing into our server. So after some reading I found out the trouble resided in passive FTP. The router is setup to forward ports 20 & 21 to the
correct server, we have a static IP address and all the computers on the network have static IP's as well, no DHCP.

Also, the router was setup to forward 1024 to arbritary high ports to the OS X box. We even tried putting it in a DMZ, still only a few could access the server.

So now nobody seems to be able to access our site unless they disable passive FTP. Which kinda doesn't seem to be a big deal, but unfortunately it confuses some users.

Now I was wondering what would be the easiest way to fix this and make FTP access easier for everyone.

Is there a reasonably priced broadband router out there that will work with passive FTP, is there a modification I can do to OS X to better handle this situation, or just install another FTP server?
